Within the Network Operations Center, our client provides network monitoring and management services to every District Agency that is connected to the Network. Our client combines powerful management tools such as HP OpenView, Network Node Manager (NNMi/OMU), Solarwinds, Spectrum, Cisco Transport Manager (CTM), Cisco ACS, HP Openview Operations (OVO), Ca eHealth, Ca Spectrum, Remedy, HP SiteScope, HP Siteseer and integrated applications with proven methodologies and processes to deliver high-quality services designed to increase network availability and optimize performance across the Network. These systems are built on the Sun Microsystems/Oracle platforms 280R, V120 and V440 servers. All of the systems and applications run Sun Solaris 8, 9, 10 and Enterprise Linux 5, 6 and Windows Server 2000, 2003 and 2008 in both physical and virtual environment. These systems and applications are to be integrated and developed on a daily basis by the Senior NMS Consultant. Additionally, UNIX shell, PERL and SQL scripts and automated tasks need to be written for these applications in order to perform various tasks and integrate databases. The Senior NMS Consultant is responsible for the creation and integration of these scripts and executing SQL statements.

In addition, responsibilities of the Senior Management System (NMS) Consultant will also be to architect new technologies into the current Network Management Systems Framework to monitor and manage other critical Infrastructure Services. These systems and applications are to be integrated and developed on an ongoing basis by the NMS Consultant.

In order to proactively support, monitor, and manage the entire NETWORK, the District requires a skilled NMS Consultant to augment current District staff. This technical resource plays a key role in ensuring and maintaining smooth operations within the Network Operations Center. As the NETWORK grows and many of its systems, such as Internet, e-mail and mission critical applications, 24x7 access is required and is extremely critical that these systems are supported and maintained.

Specific tasks will vary, however, this document is meant to serve as a summary or introduction to the known duties that must be handled.

Under general supervision this position will provide the following:

  • Recommend, architect and develop strategies to upgrade and build new applications and service management solutions based on emerging technologies.

  • Perform development, implementation, and support activities on Unix, Linux and Windows systems in both physical and virtual environments.

  • Assist with the building of new network management infrastructure and applications.

  • Develop solutions for managing network devices.

  • Provide technical support on new NMS servers and applications.

  • Perform diagnostic tests, note symptoms, gathers relevant problem/malfunction facts and data from users.

  • Prepare documentation for the proper placement and sizing of NMS server equipment.

  • Assist with the creation and maintenance of NMS hardware and software inventory.

  • Assist with upgrades and installation of systems and applications on request; find ways to automate recurring tasks.

  • Recommend policies on system and application use and services.

  • Design, development, deployment, problem identification, remediation and assist with the on-going support of a network of Unix, Linux and Windows servers.

  • This position will work as a member of a network operations team that manages, monitors and supports the NETWORK.

This position will report to the NOC Manager for assignment of duties and tasks.

Since this position requires a wide range of technical skills relating to the WAN, Email, DNS, Database and Internet/cloud systems, this is not a junior-level position. Anything less than a fully qualified NMS Senior Consultant will result in a delay to the infrastructure and application migration projects as required by the NOC.

The Senior NMS consultant will also interface with vendors for product demonstrations and testing.

The interface and access should be through web-based systems, whether the clients intranet or the agency’s public internet website.  While initially the system might be accessible only over wires or through existing wifi clients, ultimately field staff should be able to use a wireless account.  The system should be made ready for future access through smartphone apps. 

This project requires a strong background in Quickbase and the use of MS Suite migration tools for Access, Excel and good XML experience. 

After concluding the assessment for the requirements, the Architect will be responsible for the implementation, installation, testing, training and documentation of the “ICE Project”.

 In order to proactively monitor and manage the entire DCWAN the District requires skilled NOC Operators to augment District staff. This technical resource/position to be contracted plays a key role in maintaining smooth operations within the NOC environment.  As the DCWAN grows and many of its systems, such as Internet, e-mail, and mission critical applications require 24x7 access, it becomes extremely critical that these systems are proactively monitored and managed.  The Network Operations Center Analyst II position will serve as the “eyes and ears” of the NOC during non-business hours.

The contractor will report to the NOC Manager/Team Lead for assignment of duties and tasks.  The contractor is responsible for performing daily, weekly, monthly, and quarterly maintenance procedures as defined in the NOC Operational Guides. In addition, ad-hoc requests will be sent by any of the District Agencies or the designated our client official for tasks such as performing a system reboot, unscheduled backup, partial systems/data restore, or troubleshoot a problem.

Since this position requires a wide range of technical skills relating to WAN, Email, and Internet/web systems, this is not a junior-level position. Anything less than a fully qualified engineer will result in a delay to respond to incidents and a reduced capability to perform many of the troubleshooting and maintenance tasks that will be required.

The contractor shall be assigned to a specific shift that of the overall  24 hour per day, 7 day per week (24x7) staffed Network Operations Center (NOC) monitoring and reporting.

The contractor shall use our clients Network Management System (NMS) to perform this function. The Contractor shall work with other District Agencies to identify events that should be monitored and shall request updates to the NMS as necessary to successfully monitor events on a daily basis. The contractor shall respond to events and outages on those systems, contact designated individuals responsible for supporting those systems, escalate as necessary, and report on the progress of restoration.

The contractor shall perform Root Cause Analysis (RCA) for network problems when requested by our client. The contractor shall perform periodic (hourly, per shift, daily) functional and performance testing of existing

production network components, paths, networks, sub-networks, systems and software as required. Verification of all tests shall be recorded in an operations log. The contractor shall follow existing standard operating procedures (SOPs) to perform tests and will modify the SOP as required to support new tests as well as to terminate tests on systems no longer in production.

The contractor shall provide day-to-day operation, maintenance and system administration of our client network infrastructure devices. This includes but is not limited to hardware and software on routers, hubs, switches, encryption devices, and security devices. The contractor shall respond to and fix network problems. These services shall be performed twenty-four (24) hours a day, seven (7) days a week, possibly including Thanksgiving Day, Christmas Day, and New Years Day. The contractor shall gather network performance and statistical data for problem analysis. The contractor shall troubleshoot network problems by responding to trouble calls, performing faultisolation and restoring service.

The contractor shall find and accurately report all network infrastructure problems within ten (10) minutes of a failure. The Contractor shall respond to resolve the problem within 15 minutes after first discovery of the problem.

The contractor shall perform capacity management of the DCWAN, to include the installation, configuration, testing, maintenance and de-installation of network infrastructure hardware and software as necessary to support increased or decreased DCWAN requirements.

The contractor shall be responsible for placing into production all network infrastructure devices at our client. This includes, but is not limited to receipt, initial inventory, set up, burn-in, testing, software loading, and deployment of hardware. In performing these services, the contractor shall adhere to policies and procedures as established by/with our client.

The contractor shall perform performance management on network infrastructure devices at the our client as needed. Such analysis may include, but is not limited to: measurement of current traffic on existing production networks; network traffic load balancing and segmentation; determination of maximum device load for segments and servers; isolation of systems that degrade DCWAN performance; and evaluation of performance management software packages.

The contractor shall perform configuration management of network infrastructure devices operated by Network Operations Center. This includes updating Visio drawings of the network, fiber optic schematics/databases, IP addresses and DNS name space databases. It also includes maintaining baseline hardware and software configurations for all network infrastructure devices and network and office automation servers.

The contractor shall be responsible for upgrading network infrastructure hardware/software/firmware as directed by the NOC Team Lead or designee. The Contractor shall produce an Installation Plan for all upgrades. Upgrades approved by our client shall be installed by the NOC.  our client shall provide hardware and software used in the upgrade.

The resource evaluates new applications software technologies and ensures the rigorous application of information security/information assurance policies, principles, and practices to the delivery of application software services. Coordinates software changes and upgrade within Departments and vendors; coordinates system performance and load testing for all major implementations; and works with technical support to resolve system outages. Ensures the installation, maintenance and porting of systems application software. Works with the QA Team on the approval of appropriate testing of new or modified systems software. The resource shall at times direct systems designers and programmers in the use of systems software and utilities as related to application programs. Provides technical assistance to both developmental and technical staff in using systems software for multiple Data Centers. Develops performance plans to test the functions of complex information processing systems. Provide expert advice and assistance in performance testing state-of-the-art software/hardware solutions involving hardware of various capacities, multiple operating environments, database management systems, specialized software, data communications facilities and protocols using the Mercury Testing Suite of software tools (Load Runner, Win Runner, Quick Test Pro, and Test Director). Direct the application technical team to correct problems, analyze enhancements, perform quality control, and implement system changes within the boundaries of the OCIO’s defined Change Control Board (CCB) process.
